Според мен няма смисъл, защото ще става голям спам, затова е със съобщение до дадения играч.

В .ini файла имаш грешка.

I have downloaded https://github.com/Arkshine/geoip-plus/ ... /tag/1.3.0 (geoip-plus-1.3)
this zip file and added but still same issue or should i download the (source code zip) i tired this source code zip i understand nothing
there are so many files in this bit complex

You only need the "modules" folder. Replace the .dll (Windows) or .so (Linux) file with the one in your server.

After adding the geoip isofile same issue

No detail texture mapping file: maps/zm_ice_attack3_detail.txt
so After adding this geoip.i restarted map it loads half and shows me this error.

This has nothing to do with any plugin. You're simply missing the .txt file for the map which is not a big deal at all.
